Tpd = Tcombinational + Tff

for mod 256 counter we required 8 stages hence (8-2) AND gate 

Tcombinational = 6*5 ns =30 ns 

hence Tpd =25+30 ns =55 ns

F=1/Tpd=1000/55 MHZ=18.18
