Best answer 3 votes 3 votes if the packet strickly followed the path that is specified by the source its known as STRICT Rounting and strict routing ia also known as circuit switching option. if the packet is not follow the path which is defined by the source or we can say those path selected via router is down so its ICMP error. which is problem name as parameter problem is send back to source.
