In ethernet , the frame length should be of some minimum size to detect collisions. Its minimum size is 64 bytes and maximum size is 1518 bytes. But there ethernet header is just 18 bytes, so payload length is 46 bytes. But she has taken ethernet header is 26 bytes, so no requirement of padding.I did a little mistake there. (but good, as u came to know this fact). And this padding is done at network layer, network layer has to send minimum 46 bytes to data link layer.
