Which cipher is commonly used in network-based symmetric cryptographic applications?

 (B) Block cipher

 (C) Permutation cipher

I think it should be option c

The reason i am choosing permutation cipher is used for basically you are encrypting into cipher text by permutation which is difficult for anyone to guess it and retain its original meaning. Hence i think Option C suites the best for network based symmetric application :)
