What are the minimum eligibility criteria for Mtech in IIT's.  and what does this mean ?:

For all B.Techs. from IITs graduating with a CGPA of 8.0 or above, the requirement of qualification through GATE is waived off.

 and Do IIT's also offer MS program and what is the difference between Mtech and MS in India. ?
