So for every binary code, the corresponding gray code would be stored in ROM. Let us consider three bit binary code in our example. There would be total $2^3 = 8$ possible binary codes. And for each binary code, there would be corresponding gray code stored. So, 6 bits per row and total $8$ such rows.
