ROM means Read Only Memory. So for every binary code, the corresponding gray code would be stored in ROM.

Let us consider three bit binary code in our example. There would be total $2^3 = 8$ possible binary codes. And for each binary code, there would be corresponding gray code stored.

So, 6 bits per row and total $8$ such rows.

So total size of memory would be $8 * 6 = 48$ bits or $6$ bytes
