official ans given is 1)      but i think it should be 2) as table 2 violates P :S relationship of many to one

Yes, you are correct.

Since P:S is a many-to-one relationship, a single entity of P can be related to only a single entity of S. But here p1 is related with both s1 and s2, which violates the condition.
