How can you say 240.255.255.255 is the DBA ?

Now i agree that last bits are 1 but it is not required that these are host bits.Please check

Ya true, didn't notice  its class E address... So these address are reserved... And we don't practically use them..255.255.255.255 is an exception here, which we use as limited broadcast address.
