can anyone explain

In this question, I have doubt in option "c'. 

F3=X complement + y

here we can derive complement by using F3(X,0). and we can derive OR gate  by F3(X complement , y).

therefore F3 is partially functional complete 

so  my doubt is if F3 is partially functional complete  then whether it is universal gate or not
