I think it should be D. The truth table will remain same as two-input NOR. Also, This way all the inputs will have same reference voltages. I mean to say that the voltage corresponding to 0-value and voltage corresponding to 1-value will be preserved. But, I am a noob. Lets wait for other to answer this.
