1) Find all the minterms required to list (B xnor E)

they will come out as x= {31,29,27,25,22,20,18,16,15,13,11,9,6,4,2,0)

2) Find all the minterms for the expression given 

it will come out as y=(31,25,18,15,13,11,9,4,6,2,0)

3) The terms x-y  represents the dont care ones.

Hence answer is (C)
