Latency=transmission time+propagation time+Queuing time+processing time where queuing time is time needed for each intermediate or end device to hold message before it can be processed. Queuing time can be decreased if:

  1. bandwidth is  increased
  2. Load on network is increased
  3. Load on network is decreased

it will be 3rd option...increasing bandwidth will not decrease the queuing time...either the reciever's processor should be fast enough to process all packets so that none gets accumulated in the queue or u decrease the packets to be sent..means decrease the load on the network..
