yes, high propagation means  it is high propagation delay only .

 in csma/Cd transmission time >=2*propagation delay so high propagation delay, 

In satellite network , it is long distance path , so to cover this long distance csma/cd take high transmission time . 

So  it's not efficient transmit a frame for a long time distance network .
