2 nd will not be good for a case when someone wants to use it for less than the allocated time or they may not want to use it but they are allocated the time slot

The Second one is true. Fair scheduling is always not the best. IF a process with a very large burst size come it will take a lot of time to complete.

Also, if there is higher priority process that needs more time than quantum, it should get it rather than being interrupted.
