Are Both UDP and IP unreliable to the same degree?

 

When will UDP be used instead of TCP ?

In case if we want fastness then we will go for UDP.

for ex: chatting applications if we want to send only 2 byte information like "Hi" we are not going to do all other stuffs like connection establishment etc. which is done in case of TCP.
