the order is T1 > T2 > T3

How is W₂(C) allowed here..?

 W₃(C) which is younger than T2 has already written C....so wont  W₂(C) be rejected...?

In TWR if their is Write Write conflict ,then we can ignore the 2nd write . 

here W₃(C) and W₂(C) are the conflicting action and with the help of thomas write rule W₂(C) is ignored .
