the propagation delay of a flip flop is 10, it's a ripple counter hence we need 4 Flip Flops to build mod 10 counter, as it is asynchronous counter so max delay in ouput will be 10*4= 40ns

because if the previous state is 0111 then next State will be 1000 means we have to wait till each flip flop becomes stable
