Actually the above snippet is independent of the contents of the array as it will do memory subtraction(like where is the base address of the array a[0],a[1],a[2]...

if a is  replaced with arr  or vice-versa then the ans will be 3 6 .. 

a[1]-a[0]=(124-100)/8=3( if the base address is taken as 100)

a[1][0]-a[0][0]=(124-100)/4=6

Denominator factor(8 and 4) here is the object containing group of integers pointed by pointer.
