Mutex is locking mechanism and semaphore is signalling mechanism.

Mute can take lock or unlock

Semaphore value will be no of shared resources, in case of binary semaphore there is only one resource. So its value can be 0 or 1. Available or unavailable.

They are different but implementation wise they are same.
