1st is done by dispatcher
2nd in case of Round Robin also by dispatcher
3rd  due to need of IO or other Resource
4th when requirement of resource get filled
I am not getting reason to strengthen C

Let me explain it with an analogy suppose "You have doubt in this question " so you want help from others if everyone is busy so you have to wait till someone is free and  get time to clear your doubt. If you wouldn't be having doubt in this question then you wouldn't have asked for help(i.e input/output service ) then obviously you don't need to wait for someone clearing your doubt, so indirectly you yourself is responsible for waiting.
