I also think S1 is in Livelock and S2  in DeadLock.

answer is D..

S1 is live lock as processes are in running state......and they are stuck due to resource hence it is 100% live-lock...(as processes are in running phase not being blocked due to request of resource)

but in s2 they clearly mentioned that p1 is making blocking call and also p2 ,p3 does same hence they are in block state hence its is deadlock ...

when process makes request for i/o it goes into block state ....same here also process gets into block state waiting for another process to release the resource ....here blocking call means that-process makes request to resource , as it is not avaliable....process goes into block state
