Your figure is not clear,though Assuming

 $I_0=z \oplus  1=z^{'} ,I_1=1,I_2=z^{'},I_3=0$

$F=x^{'}y{'}z^{'}+x^{'}y+xy^{'}z^{'}+xy.0=x^{'}y{'}z^{'}+x^{'}yz^{'}+x^{'}yz+xy^{'}z^{'}$

Hence $F=\sum \left ( 0,2,3,4 \right )$

the expression are as follow:

=> X'Y'(Z XOR 1)+X'Y(1)+XY'Z'+XY.0

=> X'Y'(Z'.1+Z.0) +X'Y+XY'Z'+0           {a XOR b = a'b+ab'}

=> X'Y'Z'+XY'Z'+X'Y(Z+Z')

X'Y'Z'+XY'Z'+X'YZ+X'YZ' Which is Σ m(0,4,3,2).

so option b is correct.
