answer should be C...

now consider that scheduling overhead is 1 unit...(assume)...

now P1 is executing......when P2 comes ...say at time=3 unit....then only we will perform switching...

hence P2 arrive at 3rd unit still start execution on 4th unit because of 1 unit of overhead...means switching time is added into P2...

now P1 has not yet completed task ...still 1 unit of overhead will be in TOTAL time of Process1 .....hence SWITCHING TIME WILL BE CONSIDERED IN BOTH...
