What is difference  between the following languages  a*b*     and     a^mbⁿ {   where m <= n }

From I : i can generate any string of #a#b for example : aaaabb
From II generate any string where #a<=#b for example aaabbb,aabbb but the former example is not valid in this case,

unlike L(a^mbⁿ  ), In L(a*b*) can have strings in which more number of a are followed by b like aaab, aab, aaaab.
