According to me both ER1 and ER2 have a many to one relation from P To Q , so does it imply that P has more no of entities than Q or we can simply say that through an ER diagram we can't tell anything about no of entities .

P may or may not  have  more number of entities than Q   (many to one relationship allows this provision )

e.g many students may study in one  college  (but actually there is a possibility that  single student  or no student is actually studying in the college )
