With subnet mask 255.255.192.0 one more information we require is which class is this .
As per me when you said 4 subnets , it is supposed to be class B network there fore network bits is 16 bits and subnets bits is 2
Therefore , total subnets possible from 2 subnet bits are 4 . And no of network possible =2^16
Hence my answer takes the supposition it is B class address subnet mask
Now no of Host possible = 2^14 - 2 where 14 are the host bits
Coming to your doubt on octet , octet means 8 bits or 1 bytes , so here one octet means 1 byte of ip address i.e for example in ip address 1.2.3.4 1, 2 ,3 and 4 each are octets .
Now first subnet possible from this subnet mask 255.255.192.0 of class B address is
suppose your network is class B first network possible 128.0.0.0
128.0.0.0/18 ------ 128.0.63.255
