to compute (A'+B') can be done using 1 NOR gate 

to compute (A'+C') can be done using 1 NOR gate

to compute (B'+C') can be done using 1 NOR gate

Now to combine all the above factors into one expression you would need one 3 input NOR gate, but since 3 input NOR gate is not given it can be done using 2 2-input NOR gate.

So I think answer should be 5.
