This is basic of subject-verb agreement.  Here," as well as "  combine I and he to make( treat)  a single subject so that we use is instead of are.

When two subjects are joined by as well as then you use verb according to the first subject. Here first subject is He which is singular and third person so you use 'is' instead of 'are'. Don't confuse it with just because there are two subjects you need a plural verb.

There are some other words that have similar rule:

along with, as well as, together with, except, besides, and not, like, unlike, etc.
