I am confused in selecting the best option for below.

We lost/have lost the power about noon.

I think here we should use "have lost" because it implies present perfect and it's effect can continue to exist till present.

Am I correct?

I think we should use Simple Past here.

Because the action started in past, finished in past (assuming power is back)

Then the phrase will be: $\textbf{We lost power about noon.}$

If power isn't back until present, then we should use Present Perfect.

The phrase will be: $\textbf{We have lost power about noon }$
