Obviously the question is wrong why because of ambiguity when T=0, S=0,R=0 having Hold and Reset  at a time and  T=0, S=1,R=1 having Hold and set at a time

Considering the answer is right ===== TQ'+T'[Q(s+r')+sr'].... By doing Reverse engineering,

i Conclude that

S R T function
x x 1 Toggle
1 0 0 Set
0 1 0 Reset
0 0 0 Hold
1 1 0 Hold
