why routers have two physical and data layers but only one network layer?

BECAUSE EACH LOWER LEVEL LAYER ENCAPSULATE HIGHER LEVEL LAYER.

SO PHYSICAL LAYER ENCAPSULATE DATA LINK LAYER AND DATA LINK LAYER ENCAPSULATE NETWORK LAYER .

AND ROUTER HAS TO VISIT PHYSICAL AND DATA LINK LAYER TO REACH NETWORK LAYER.
