i am currenly studying in BE when it is good time to give the ISRO exam??

You can apply for ISRO-SC in your final semester or after completing your graduation. Do not apply if you are in 3rd year or 2nd year otherwise ICRB won't send you the admit card.

Generally ISRO release notification in feb and exam commences in april.
