Given that Tpd=10 ns

we know that TCLK should be >Tpd for getting correct o/p 

we know that Fout = $\frac{1}{T_{pd}}$

∴ TCLK >Tpd

$\frac{1}{T_{CLK}} < \frac{1}{T_{pd}}$

Fout < $\frac{1}{T_{pd}}$

Fout < $\frac{1}{10 \;ns}$ ===> Fout < 100 MHZ
