it is given that netmask is 255.255.255.192 .the last octet can be given as 11000000 it means that two bit is require for subnet that's why it is included in subnet mask.

now coming to the sub network by using two bit we can make four network.the range of network ( last octet bit )can be given as

(1)$00------$  the first ip address will be not used and last ip address 00111111 will not be used it is DBA(direct bradcast address)

(2)$01------$ the first ip address will not be used i.e 01000000 and last ip address will not be used it is DBA.

(3)$10------$ similar explanation.

(4)$11------$ similar explanation.

we can check the ip address and only option (c) satisfy the condition.
