L has strings which  has equal number of a's and equal number of b's

Note that yxz should belong to L

now you can chose anything as x and set y,z accordingly so it has equal number of a's and equal number of b's!

we can take any sub string from Given language L because Y and Z be ay thing . so substring o f all strings  be the string of language L' .

IF we take epsilon then  Epsilon is also a sub string so Epsilon is also in L'

if we take AB  the A , B , AB , epsilon be in L'

Similarly we have all strings generated by (a+b)*.
