how to prove transitivity??  im not getting

why i include symmetric property also ?

due to ( (A,B), (C,D) ) it means A ≤ B and C ≤ D holds

i write it as C ≤ D and  A ≤ B holds ===> ( (C,D),(A,B) )  should be in R
