base factor rmeans nothing more but like

we have mantissa and exponential so we write 0.M    *  2 ^E - bias

now since scale factor 16 u write  16 ^E - bias

Will the exponent stored is treated as base 16 number or base 2 number ??

i think that it will not affect exponent ...... not sure though
