Now, Observe first statement---X^2y^3<0...it will be possible only when Y<0 (because of odd power of y, we cant comment on sign of X since it has even power). now observe 2nd statement it says XY^2>0...that will be possible only when X is >0( we already got the idea abt Y from first statement right?) Now come to Question, It says is XY less than 0..and its true if you crosscheck results of above two statements. so option B is correct, bcuz the conclusion would'nt be possible without the help of above two statements and we know that both these conditions are sufficient to answer the question.
