Question asks no. of rearrangement and not arrangement.  As the given string (RAJAJI) in itself is one of the arrangement so we have to exclude it from the answer. That's why -1 is needed.

If no. of arrangements would have been asked then answer would have been $\frac{6!}{2!*2!}$.
