I don't understand the solution at all. I thought 91,33,44,and 77 can come in any possible ways but that has been said wrong.

I'm getting 24 as answer.

I think using 5*6 is not correct because if after 33 44 23 64  some other number came giving 3 or4 or 5 or 6 after hash function it will get into the index 7, so 7 should be coming before some other number comes as above said.

We don't have to take the possiblity of what may come and what may not, but only find the solution with respect to the key values given. Here, 91 and 77 can come in any order whatsoever and so 5x6 is correct. 60 is the answer.
