General doubt on Protocols

Now, my question is

$1)$ How OSPF used for encapsulating IP packet?

OSPF mainly used for flooding. But how it still do encapsulation?

$2)$Is BGP transport layer protocol? Is it uses TCP or UDP?

OSPF does not encapsulate IP packet but IP Packet encapsulates OSPF packets.
