Is MTU the maximum possible link layer frame size or the maximum possible size of the link layer payload ?

In the "Computer Networking, a Top down approach, 6th ed", while explaining IP fragmentation, they’ve defined it as maximum frame payload, and while explaining MSS, in Transport layer, they’ve defined it as maximum frame size.

I’m confused...
