For the smallest allocation request to be denied you have place these three request in such a way that the remaining sizes are of equal size so here in this the remaining partition should be of 118.5 of four partition so here the smallest allocation to be denied is 119kb

every thing is clear but 474/4 = 118.5 then minimum empty partitions we can get are 118, 118, 119, 119 as then only 118+118+119+119=474, so minimum size that will be denied is 120 KB and not 119 KB. Please check and edit your answer.
