Best answer 10 votes 10 votes Option $B$ is the correct answer. The last sentence of the text mentions the underlying disease(cause) is the failure of state to protect citizens who fall through the social security net. which means beggars are created due to lack of social welfare schemes by the state. Beggars are lazy people who beg because they are unwilling to work - may or may not be true but cannot be inferred from the passage. Beggars are created because of the lack of social welfare schemes - Can be inferred from the last sentence. Begging is an offense that has to be dealt with firmly - It is given that High Court dispelled the idea of treating begging as an offense. The court order is not in favour of penalizing the beggars but questions the government's ability to provide for social welfare schemes. vin101 answered Feb 7, 2019 vin101 comment Share Follow See all 0 reply Please log in or register to add a comment.
0 votes 0 votes Option B is correct. AS its mentioned in passage, that begging is the symptom which leads to stigmatization and criminalization. So since its a symptom, it has to be dealt firmly and begging leads to crimes so it has to be an offense. So option B is correct. rish1602 answered May 15, 2021 rish1602 comment Share Follow See all 0 reply Please log in or register to add a comment.
