plz explain the c part!

Comments

"f(S) is the smallest integer i such that i'th bit of S  is 1"

e.g for string 0001010 , f(S)=4 , which definitely maps to the set of integers.

f(S)=0 in case of empty string, which also maps to the set of integers.

But for the case in which there are no 1's,the function is not defined,

e.g S=00000, f(S)=f(00000) is not defined.

Hence not a function.
