with 8 bit sequence number field there can be 256 sequence numbers i.e. 256 segments

the receiver will be alloted atleast one sequence number

so it means that the sender can have max 255 sequence numbers

so in 30 sec, the sender can send upto 255 segments or 255*128*8 bits of data

Data Rate=$\frac{255*128*8}{30}$=8704 bits per sec
