q=” the fuel line is plugged”.

“The car is out of gas or the fuel line is plugged.” = p or q.

 The negation of the statement: “The car is out of gas or the fuel line is plugged.” = ~(p or q) = ~p and ~q (Using DeMorgan’s rule)[‘~’ complement sign] .

~p and ~q = The car has gas and the fuel line is unplugged.
