Do iit madras send mail to all gate qualified candidates?

I received a congratulatory mail from iit madras for qualifying gate. And was asked to apply. I wasn't considering applying to iits as my gate score is low. So I was thinking if this is just sending mail in masses?? Asking as they have their own written exam/interview. If there is a chance of getting call for it I will apply.
