I got it.It is simply EX-OR operation , (202.19.49.116) XOR (0.0.0.255) =0.0.0.116, which is 8 bit host for class C.

you do it with pen and paper,you will get it.

so here given class C ip address ie. first three octet determines number of n/w bits and remaining  as host bits

so 0.0.0.116
