Except for Bridge (Layer-2 or DLL Device), every other device is a Layer 3 (NL) Device.

For the intermediate device which is connecting two networks, the packet will pass through two interfaces except for the highest interface it can support.

So, Network Layer - 3, Data Link Layer - 5, Physical Layer - 6.
